Hartlepool Local Area Agreement Programme

In August 2007 the Hartlepool Partnership commissioned ERS to undertake an evaluation of the Hartlepool Local Area Agreement (LAA) grant programme. The purpose of the evaluation was to provide an independent assessment of a sample of projects funded through the Hartlepool LAA and provide an independent assessment of whether these projects are making an impact on key target and outcomes. The evaluation study also reviewed the performance of constituent theme programmes against their allocated outcomes and targets.

The evaluation study was structured around the need to provide evidence-based, objective and meaningful recommendations to the Hartlepool Partnership to support the design, development and delivery of the future LAA programme. The study methodology utilised a range of primary and secondary methods to provide an overview of the whole LAA programme and inform the final assessment of the existing LAA arrangements.
